   AB 2305, as amended, Bloom.  Marine protected areas.
  Native steelhead trout: study.  
   Existing law establishes the Department of Fish and Wildlife in
the Natural Resources Agency. Under existing law, the department has
jurisdiction over the conservation, protection, and management of
fish, wildlife, native plants, and habitat necessary for biologically
sustainable populations of those species.  
   This bill would require the department to conduct a study of
native steelhead trout, as specified, and to submit the study to the
Legislature by January 1, 2018.  
   The Marine Life Protection Act (MLPA) establishes the Marine Life
Protection Program to reexamine and redesign California's marine
protected area system. Existing law requires the Department of Fish
and Wildlife to prepare, and the Fish and Game Commission to adopt, a
master plan that guides the adoption and implementation of the
program, including recommended alternative networks of marine
protected areas. The MLPA requires the department to confer when
necessary with the United States Navy regarding issues related to its
activities under the MLPA.  
   This bill would make a nonsubstantive change to that requirement
to confer.

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

   SECTION 1.    (a)     The
Department of Fish and Wildlife shall conduct a study of native
steelhead trout. The department shall do all of the following in the
study:  
   (1) Identify which subspecies of native steelhead trout is best
suited for adaptation to warming seas due to climate change. 

   (2) Identify areas of the state where the subspecies of native
steelhead trout identified in paragraph (1) is found.  
   (3) Describe the current level of sustainability, current
population condition, and population needs of the subspecies of
native steelhead trout identified in paragraph (1).  
   (4) Identify subspecies of native steelhead trout that are most at
risk of extinction due to climate change.  
   (b) (1) The department shall submit the study to the Legislature
by January 1, 2018.  
   (2) The study submitted pursuant to this subdivision shall be
submitted in compliance with Section 9795 of the Government Code.
 
  SECTION 1.    Section 2863 of the Fish and Game
Code is amended to read:
   2863.  The department shall confer when necessary with the United
States Navy regarding issues related to its activities.
