An act to add Chapter 6.4 (commencing with Section 51045) to Part 1 of Division 1 of Title 5 of the Government Code, relating to local government.


LEGISLATIVE COUNSEL'S DIGEST


AB 233, as introduced, Wilson. Local government: animal waste disposal: horses.
Existing law generally regulates the governance of local agencies and defines a local agency to mean a county, city, or city and county.
This bill would authorize a local agency to require the rider of, or person otherwise responsible for, a horse to collect and dispose of any animal waste deposited by that horse on a street, sidewalk, or other public property.

The people of the State of California do enact as follows:


SECTION 1.

 Chapter 6.4 (commencing with Section 51045) is added to Part 1 of Division 1 of Title 5 of the Government Code, to read:
CHAPTER  6.4. Disposal of Horse Waste

51045.
 Notwithstanding Section 21050 of the Vehicle Code or any other law, a local agency may require the rider of, or person otherwise responsible for, a horse to collect and dispose of any animal waste deposited by that horse on a street, sidewalk, or other public property.
