   An act to add Section 70901.3 to the Education Code, relating to
community colleges.


	LEGISLATIVE COUNSEL'S DIGEST


   AB 2482, as introduced, Furutani. Board of Governors of the
California Community Colleges: consultation process.
   Existing law establishes the California Community Colleges as one
of the segments of public postsecondary education in this state.
Existing law establishes the Board of Governors of the California
Community Colleges to administer the community colleges and requires
the board to provide general supervision over the community college
districts and to perform various functions. Existing law requires the
board, in performing those functions, to establish and carry out a
process for consultation with institutional representatives of
community college districts to ensure their participation in the
development and review of policy proposals. Existing law also
requires the consultation process to afford community college
organizations, as well as interested individuals and parties, an
opportunity to review and comment on proposed policy before it is
adopted by the board. Pursuant to these consultation requirements,
the board has established a consultation council composed of various
members.
   This bill would require the board to include among the membership
of the consultation council 2 members who are classified employees,
each representing one of 2 different statewide collective bargaining
organizations.
   Vote: majority. Appropriation: no. Fiscal committee: yes.
State-mandated local program: no.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  Section 70901.3 is added to the Education Code, to
read:
   70901.3.  The board of governors shall include among the
membership of the consultation council established by the board for
purposes of subdivision (e) of Section 70901 two classified employees
of community colleges, each representing one of two different
statewide collective bargaining organizations that represent
classified employees of community colleges.
