BILL NUMBER: AB 2652 INTRODUCED BILL TEXT INTRODUCED BY Assembly Member Niello FEBRUARY 19, 2010 An act relating to regulations. LEGISLATIVE COUNSEL'S DIGEST AB 2652, as introduced, Niello. Administrative regulations: legislative review. Existing law, the Administrative Procedure Act, governs the procedure for the adoption, amendment, or repeal of regulations by state agencies and for the review of those regulatory actions by the Office of Administrative Law. This bill would declare the intent of the Legislature to enact legislation that would require the Office of Administrative Law to submit copies of proposed regulations to the appropriate policy committee in each house of the Legislature and that would require the policy committees to conduct a hearing for the purpose of reviewing the proposed regulation. Vote: majority. Appropriation: no. Fiscal committee: no. State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. It is the intent of the Legislature to enact legislation that would require the Office of Administrative Law to submit copies of proposed regulations to the appropriate policy committee in each house of the Legislature and that would require the policy committees to conduct a hearing for the purpose of reviewing the proposed regulation.
