CALIFORNIA LEGISLATURE— 2023–2024 REGULAR SESSION

Assembly Bill
No. 2838

Introduced by Assembly Member Davies

February 15, 2024

An act to add Section 1301.5 to the Military and Veterans Code, relating to veterans, and making an appropriation therefor.

LEGISLATIVE COUNSEL'S DIGEST

AB 2838, as introduced, Davies. Veterans: memorials.
Existing law creates various memorials to veterans of the United States Armed Forces, including, among others, the memorial to California’s Vietnam veterans on the grounds of the State Capitol. Existing law requires the Department of Veterans Affairs to administer the Capitol Park Veterans Memorial Fund, a continuously appropriated fund, for the purpose of the maintenance and rehabilitation of existing memorials in the State Capitol, as specified.
This bill would require the Department of Veterans Affairs and the California Veterans Board to utilize Capitol Park Veterans Memorial Fund moneys to prioritize adding the flag of the United States Space Force to the Veterans Memorial in Capitol Park. By expanding the purposes for which continuously appropriated fund moneys may be used, the bill would make an appropriation.
Vote: MAJORITY   Appropriation: YES   Fiscal Committee: YES   Local Program: NO

The people of the State of California do enact as follows:

SECTION 1.

Section 1301.5 is added to the Military and Veterans Code, to read:

1301.5.
The Department of Veterans Affairs and the California Veterans Board shall utilize Capitol Park Veterans Memorial Fund moneys to prioritize adding the flag of the United States Space Force to the Capitol Park Veterans Memorial.
