LEGISLATIVE COUNSEL'S DIGEST
Existing law, the Meyers-Milias-Brown Act, authorizes local public employees, as defined, to form, join, and participate in the activities of employee organizations of their own choosing to represent themselves on matters of employer-employee relations. Existing law also grants these public employees the right to refuse to join or participate in those activities and to represent themselves individually in their employment relations.
This bill would make nonsubstantive changes to these provisions.

The people of the State of California do enact as follows:
SECTION 1.
Section 3511 of the Government Code is repealed.The changes made to Sections 3501, 3507.1, and 3509 of the Government Code by legislation enacted during the 1999–2000 Regular Session of the Legislature shall not apply to persons who are peace officers as defined in Section 830.1 of the Penal Code.
SEC. 2.
Section 3511 is added to the Government Code, to read:3511.
Notwithstanding any other law, on and after January 1, 2018, persons who are peace officers as defined in Section 830 of the Penal Code shall be subject to the jurisdiction of the board.Except as otherwise provided by the Legislature, public employees shall have the right to form, join, and participate in the activities of employee organizations of their own choosing for the purpose of representation on all matters of employer-employee relations. Public employees also shall have the right to refuse to join or participate in the activities of employee organizations and shall have the right to represent themselves individually in their employment relations with their public agencies.
