LEGISLATIVE COUNSEL'S DIGEST
Existing law provides for the Medi-Cal program, which is administered by the State Department of Health Care Services, under which qualified low-income individuals receive health care services. The Medi-Cal program is, in part, governed and funded by federal Medicaid Program provisions. Existing department regulations require an applicant or provider to meet specified standards and to submit a completed application package on specified forms as a condition for enrollment, continued enrollment, or enrollment at a new location or a change in location, and requires these forms to contain, among other things, an original signature in ink.
This bill would require the department to allow applicants or providers to submit electronic signatures for all enrollment forms, including, but not limited to, claims and remit forms, in the Medi-Cal
program.

The people of the State of California do enact as follows:
SECTION 1.
Section 14041.2 is added to the Welfare and Institutions Code, to read:14041.2.
The department shall allow a provider to submit an electronic signature for a claim or remittance form under the Medi-Cal program, to the extent not in conflict with federal law.The State Department of Health Care Services shall allow applicants or providers to submit electronic signatures for all enrollment forms, including, but not limited to, claims and remit forms, in the Medi-Cal program.
