CALIFORNIA LEGISLATURE— 2019–2020 REGULAR SESSION

Assembly Bill No. 799

Introduced by Assembly Member Chen

February 20, 2019

An act to amend Section 12511 of add Section 12815.5 to the Vehicle Code, relating to driver’s licenses.

LEGISLATIVE COUNSEL'S DIGEST

AB 799, as amended, Chen. Driver’s licenses. licenses: identification cards: duplicates.
Existing law provides for the issuance and renewal of driver’s licenses and identification cards by the Department of Motor Vehicles. Existing law requires, if a person’s driver’s license is lost, destroyed or mutilated, or if a new true full name is acquired, that the person obtain a duplicate driver’s license.
This bill would require the department to establish a procedure to enable the department to issue, and a person to obtain, a duplicate driver’s license or identification card, as defined, without requiring the person to apply for the duplicate driver’s license or identification card in person at a department office. The bill would require these procedures to prohibit the department from issuing a duplicate driver’s license or identification card if there has been a material change in any information listed on the driver’s license or identification card since its prior issuance.

Existing law prohibits a person from having in the person’s possession or otherwise under the person’s control more than one driver’s license.

This bill would make technical, nonsubstantive changes to those provisions.
