An act to amend Section 12511 of add Section 12815.5 to the Vehicle Code, relating to driver’s licenses.

Existing law provides for the issuance and renewal of driver’s licenses and identification cards by the Department of Motor Vehicles. Existing law requires, if a person’s driver’s license is lost, destroyed or mutilated, or if a new true full name is acquired, that the person obtain a duplicate driver’s license.
This bill would require the department to establish a procedure to enable the department to issue, and a person to obtain, a duplicate driver’s license or identification card, as defined, without requiring the person to apply for the duplicate driver’s license or identification card in person at a department office. The bill would require these
procedures to prohibit the department from issuing a duplicate driver’s license or identification card if there has been a material change in any information listed on the driver’s license or identification card since its prior issuance.
Existing law prohibits a person from having in the person’s possession or otherwise under the person’s control more than one driver’s license.
This bill would make technical, nonsubstantive changes to those provisions.

The people of the State of California do enact as follows:
SECTION 1.
Section 12815.5 is added to the Vehicle Code, to read:12815.5.
(a) The department shall establish a procedure to enable the department to issue, and a person to obtain, a duplicate driver’s license or identification card without requiring the person to apply for the duplicate driver’s license or identification card in person at a department office.(b) The procedures established pursuant to subdivision (a) shall prohibit the department from issuing a duplicate driver’s license or identification card if there has been a material change in any personally identifiable information listed on the driver’s license or identification card since its prior issuance.
(c) For purposes of this section, “duplicate driver’s license or identification
card” means a driver’s license or identification card issued subsequent to the original or renewed driver’s license or identification card that includes the exact same personally identifiable information and expiration date as the original or renewed driver’s license or identification card, and that is issued at the request of the holder of the driver’s license or identification card when the original or renewed driver’s license or identification card is lost, destroyed, or mutilated, and there has been no material change in any personally identifiable information listed on the driver’s license or identification card since its prior issuance.
A person shall not have in the person’s possession or otherwise under the person’s control more than one driver’s
license.
