	BILL TEXT

INTRODUCED BY Assembly Member Cooper

                        FEBRUARY 26, 2015

An act to amend Section 102100.9 of the Public Utilities Code,
relating to transit.

	LEGISLATIVE COUNSEL'S DIGEST

AB 906, as introduced, Cooper. Sacramento Regional Transit
District.
Existing law provides for the creation of the Sacramento Regional
Transit District, with specified powers and duties relative to the
provision of public transit services and governed by a board of
directors. Existing law provides for appointment of directors by
member entities, and also provides that a city or county that is not
annexed to the district may appoint at least one director as a
participating entity if it enters into an agreement with the district
that provides, among other things, for payment of the participating
entity's proportionate share of the district's cost to provide rail
or other districtwide transit services. Existing law, in that regard,
provides for the proportionate share of the City of Elk Grove to be
determined pursuant to a specified agreement between the city and the
district.
This bill would delete the reference to the specified agreement,
and instead provide that the City of Elk Grove's proportionate share
shall be deemed fully satisfied through the district's receipt from
the Sacramento Transportation Authority of specified
transportation-related transaction and use tax revenues.
Vote: majority. Appropriation: no. Fiscal committee: no.
State-mandated local program: no.

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

SECTION 1. Section 102100.9 of the Public Utilities Code is
amended to read:
102100.9. For purposes of paragraph (1) of subdivision (b) of
Section 102100.3, the City of Elk Grove's proportionate share shall
be determined in the manner provided in Section 4B(2) of the
First Amendment to Interim Agreement for Elk Grove Bus Service,
dated March 17, 2004, between the district and the City of Elk Grove
deemed fully satisfied through the district's receipt
from the Sacramento Transportation Authority of transaction and use
tax revenues from Measure A, as approved by the voters in November
2004 and effective as of April 2009. No further agreement between the
City of Elk Grove and the district is required .
