An act to add Sections 76005 and 76006 to, and to add and repeal Section 76007 of, the Education Code, relating to pupil instruction.

Existing law authorizes a community college district to enter into a College and Career Access Pathways (CCAP) partnership with the governing board of a school district, a county office of education, or the governing body of a charter school with the goal of developing seamless pathways from high school to community college for career technical education or preparation for transfer, improving high school graduation rates, or helping high school pupils achieve college and career readiness.
This bill would establish the Dual Enrollment Framework Task Force under the jurisdiction of the Superintendent of Public Instruction and the Chancellor of the California Community Colleges for purposes of developing recommendations for the establishment and implementation of a statewide dual enrollment framework designed to provide universal access to dual enrollment courses to all public high school pupils, as provided. The bill would require the task force, in developing its recommendations, to do certain things, including, among others, reviewing existing laws, policies, and efforts in California and other states on dual enrollment, course choice, pupil remediation, articulation and transfer, and transition courses, and identifying various items relating to dual enrollment, including, among other things, a process to accomplish specified dual enrollment-related policies. The bill would require the Chancellor and the Superintendent to submit the task force’s recommendations to certain legislative committees within one year of the task force’s first meeting, as provided.

The people of the State of California do enact as follows:


SECTION 1.

 Section 76005 is added to the Education Code, immediately following Section 76004, to read:

76005.
 (a) The Dual Enrollment Framework Task Force is hereby established under the jurisdiction of the Superintendent of Public Instruction and the Chancellor of the California Community Colleges for purposes of developing recommendations for the establishment and implementation of a statewide dual enrollment framework designed to provide universal access to dual enrollment courses to all public high school pupils.
(b) (1) The task force shall be composed of postsecondary education and elementary and secondary education stakeholders.
(2) Members shall serve without compensation, except for per diem or travel expenses, contingent upon an appropriation in the annual Budget Act or another statute.
(3) A majority of the total task force membership shall constitute a quorum and any official action taken by the task force shall require an affirmative vote of the majority of the quorum present and voting.
(4) The Superintendent of Public Instruction shall call an organizational meeting of the task force on or before August 1, 2026. The task force shall elect a chairperson and any other officers deemed necessary from among the task force members.
(5) The State Department of Education and the office of the Chancellor of the California Community Colleges shall provide staff support to the task force.

SEC. 2.

 Section 76006 is added to the Education Code, immediately following Section 76005, to read:

76006.
 (a) In developing recommendations for the framework required pursuant to Section 76005, the Dual Enrollment Framework Task Force shall do all of the following:
(1) Review existing laws, policies, and efforts in California and other states on dual enrollment, course choice, pupil remediation, articulation and transfer, and transition courses.
(2) Consider any dual enrollment recommendations from recent research reports on dual enrollment in California.
(3) Seek to streamline all dual enrollment efforts of the State Department of Education, public postsecondary educational institutions, and all local educational agencies into a single dual enrollment pathway.
(4) Identify all of the following relating to dual enrollment:
(A) Strategic funding needs.
(B) Funding sources.
(C) Course content requirements.
(D) Necessary instructor qualifications to provide quality dual enrollment courses.
(E) A process to accomplish all of the following:
(i) Guarantee that dual enrollment courses articulate to the appropriate public postsecondary educational institution.
(ii) Require that dual enrollment courses and course grades are recorded on a student's permanent high school and postsecondary academic transcripts.
(iii) (I) Require dual credit to be offered for all successfully completed courses.
(II) For purposes of subclause (I), “dual credit” means high school credit earned towards graduation and transferable college credit.
(iv) Routinely evaluate the effectiveness of the statewide dual enrollment framework and dual enrollment courses.
(v) Recognize and reward schools, through the state's accountability system, that graduate pupils who have earned significant credit toward a postsecondary credential or degree.
(vi) Recognize and reward each public postsecondary educational institution that shows significant use of dual enrollment to further its institutional mission.
(vii) Diversify, expand, and support the qualified instructor pool.
(b) For purposes of this section the following definitions apply:
(1) “Local educational agencies” means school districts, county offices of education, and charter schools.
(2) “Public postsecondary educational institutions” means the University of California, the California State University, and the California Community Colleges.

SEC. 3.

 Section 76007 is added to the Education Code, immediately following Section 76006, to read:

76007.
 (a) The Chancellor of the California Community Colleges and the Superintendent of Public Instruction shall submit a written report of the Dual Enrollment Framework Task Force’s recommendations developed pursuant to Section 76006 to the Assembly Committee on Higher Education, the Assembly Committee on Education, and the Senate Committee on Education one year after the first meeting of the task force.
(b) (1) A report to be submitted pursuant to subdivision (a) shall be submitted in compliance with Section 9795 of the Government Code.
(2) Pursuant to Section 10231.5 of the Government Code, this section is repealed on January 1, 2032.
