BILL NUMBER: ACR 53 INTRODUCED BILL TEXT INTRODUCED BY Assembly Member Quirk-Silva APRIL 24, 2013 Relative to Sober Graduation Month. LEGISLATIVE COUNSEL'S DIGEST ACR 53, as introduced, Quirk-Silva. Sober Graduation Month. This measure would designate May 31, 2013, to June 30, 2013, inclusive, as Sober Graduation Month and would encourage Californians to participate in this observance and join the Department of the California Highway Patrol in supporting efforts to save lives of young people through a Sober Graduation Month. Fiscal committee: no. WHEREAS, The Sober Graduation Program is an effective, antidrunk driving campaign geared toward high school seniors; and WHEREAS, In 2012, according to the National Center for Statistics and Analysis, an office of the National Highway Traffic Safety Administration, over 1,500 drivers between 15 and 20 years of age were involved in alcohol-related motor vehicle accidents during the months of May and June; and WHEREAS, Since the Sober Graduation Program was established, the number of alcohol-related motor vehicle accidents involving young people has dramatically declined; and WHEREAS, Pupils, teachers, parents, civic groups, law enforcement, and the business community should join together to raise public awareness of alcohol-related deaths and injuries, and encourage alcohol-free and drug-free graduation ceremonies that commence in May 2013 and will last until July 2013; now, therefore, be it Resolved by the Assembly of the State of California, the Senate thereof concurring, That the Legislature hereby designates May 31, 2013, to June 30, 2013, inclusive, as Sober Graduation Month; and be it further Resolved, That all Californians are hereby encouraged to participate in this observance and join with the Department of the California Highway Patrol in supporting efforts to save the lives of young people through a Sober Graduation Month; and be it further Resolved, That the Chief Clerk of the Assembly transmit a copy of this resolution to the author for appropriate distribution.
