   An act to add Section 2198 to the Elections Code, relating to
voter registration.


	LEGISLATIVE COUNSEL'S DIGEST


   SB 44, Yee. State Internet Web sites: online voter registration.
   Existing law, operative when the Secretary of State certifies that
the state has a statewide voter registration database that complies
with the requirements of the federal Help America Vote Act of 2002 or
executes a declaration stating that certain specified conditions
have occurred, provides for voter registration electronically on the
Internet Web site of the Secretary of State.
   This bill would require each Internet Web site maintained by the
state to include a hyperlink on the site's homepage to the online
voter registration page of the Internet Web site of the Secretary of
State.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  Section 2198 is added to the Elections Code, to read:
   2198.  Each Internet Web site maintained by the state shall
include a hyperlink on the site's homepage to the online voter
registration page of the Internet Web site of the Secretary of State.
