BILL NUMBER: SB 449 AMENDED BILL TEXT AMENDED IN SENATE APRIL 1, 2013 INTRODUCED BY Senator Galgiani FEBRUARY 21, 2013An act to add Section 14674.5 to the Government Code, relating to state property.An act to add Section 147.3 to the Water Code, relating to water. LEGISLATIVE COUNSEL'S DIGEST SB 449, as amended, Galgiani.State surplus personal property.Local water supply projects: inventory. Existing law requires that the Department of Water Resources annually prepare and submit to the Legislature a report that includes a description of the progress achieved by the department with regard to meeting the goals of the CALFED Bay-Delta Program and a related implementation schedule. The department also is required annually to prepare and submit to the Legislature a report with regard to the budget for the State Water Resources Development System. This bill would require the department to conduct a statewide inventory of local regional water supply projects and post specified results of the inventory on the department's Internet Web site by July 1, 2014.Existing law authorizes the Department of General Services to perform various functions with respect to state property and, specifically, authorizes the director of the department, with the consent of the state agency concerned, to permit the sale or exchange of any personal property which belongs to the state, if the director deems it in the best interests of the state.This bill would require the department to establish a program to centralize the sale of state surplus personal property using the best available technology, including the Internet. The bill would also require the department to impose an additional charge on each item of state surplus personal property that is sold to recover the department's costs in establishing and administrating the program.Vote: majority. Appropriation: no. Fiscal committee: yes. State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 147.3 is added to the Water Code , to read: 147.3. (a) The department shall conduct a statewide inventory of local regional water supply projects and post the results of the inventory on the department's Internet Web site by July 1, 2014. (b) The inventory information posted on the department's Internet Web site pursuant to subdivision (a) shall include, but not be limited to, all of the following: (1) The projected date for the project to complete the permit process and subsequently come online. (2) The project's costs. (3) The projected additional acre feet of water realized on an annual basis.SECTION 1.Section 14674.5 is added to the Government Code, to read: 14674.5. The Department of General Services shall establish a program to centralize the sale of state surplus personal property using the best available technology, including, but not limited to, the Internet. The department shall impose an additional charge on each item of state surplus personal property that is sold under this program to recover its costs in establishing and administrating the program.
