An act to add and repeal Section 35160.3 to of the Education Code, relating to school districts.

SB 480, as amended, Portantino.
School districts: pilot programs: Korean Meister high school system.
Existing law authorizes the governing board of a school district to initiate and carry on any program, activity, or to act in any manner that is not in conflict with or inconsistent with, or preempted by, any law and that is not in conflict with the purposes for which school districts are established. Existing law authorizes the governing board of a school district or a county board of education, on a districtwide or countywide basis or on behalf of one or more of its schools or programs, after a public hearing on the matter, to request the State Board of Education to waive all or part of any section of the Education Code or any regulation adopted by the state board that implements a provision of that code that may be waived, except as otherwise specified.
This bill would, notwithstanding any other law, require the Superintendent of Public
Instruction, with the approval of the state board, to select 3 geographically diverse school districts to implement, on a voluntary basis, a pilot program at one high school within the school district based upon the Korean Meister high school system. The bill would require the department to develop, and the state board to adopt adopt, regulations to implement the pilot programs. The bill would repeal its provisions as of January 1, 2034.

The people of the State of California do enact as follows:
SECTION 1.
Section 35160.3 is added to the Education Code, to read:35160.3.
(a) Notwithstanding any other law, the department, with the approval of the state board, shall select three geographically diverse school districts to implement, on a voluntary basis, a pilot program at one high school within the school district based upon the Korean Meister high school system.(b) The department shall develop, and the state board shall adopt adopt, regulations to implement the pilot programs
established pursuant to subdivision (a).
(c) This section shall remain in effect only until January 1, 2034, and as of that date is repealed.
