   An act to add Section  19321.5 to the Education Code,
relating to the State Library.   23320.2 to the Business
and Professions Code, relating to alcoholic beverages. 


	LEGISLATIVE COUNSEL'S DIGEST


   SB 683, as amended, Wolk.  Art, maps, and historical items
belonging to the state: inventory and catalogue.  
Alcoholic beverage licenses: nonprofit organizations.  
   Existing law, the Alcoholic Beverage Control Act, regulates the
application for, the issuance of, the suspension of, and the
conditions imposed upon, various alcoholic beverage licenses pursuant
to which the licensees may exercise specified privileges in the
state. Existing law authorizes the specified licenses to nonprofit
organizations, as provided.  
   This bill would authorize the Department of Alcoholic Beverage
Control to issue an onsale or offsale retail license to a nonprofit
organization.  
   Existing law establishes the California State Library within the
State Department of Education, places the State Library under the
direction of the State Librarian, and sets forth the powers and duty
of the State Librarian, including, but not limited to, collecting,
preserving, and disseminating information regarding the history of
the state, and purchasing and cataloging books, maps, engravings,
paintings, furniture, and other materials and equipment necessary to
carry out State Library programs and services.  
   This bill would require each state entity to conduct an inventory
of every piece of art and every map or other item of historical
significance in its possession and to prepare a catalogue of each
item not previously catalogued. The bill would require the catalogue
to be made available to the State Librarian. 
   Vote: majority. Appropriation: no. Fiscal committee: yes.
State-mandated local program: no.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

   SECTION 1.    Section 23320.2 is added to the 
 Business and Professions Code   , to read:  
   23320.2.  In addition to the licenses specified in Section 23320,
the department may issue an onsale or offsale retail license to a
nonprofit organization.  
  SECTION 1.    Section 19321.5 is added to the
Education Code, to read:
   19321.5.  (a) Each state entity, including, but not limited to,
the State Library, the State Archives, the State Lands Commission,
the Department of Transportation, and the State Water Resources
Control Board, shall conduct an inventory of every piece of art and
every map or other item of historical significance belonging to the
state in its possession and shall prepare a catalogue of each item
not previously catalogued.
   (b) The catalogue shall be made available to the State Librarian.
   (c) It is the intent of the Legislature that the costs of the
inventory and catalogue be absorbed by each state entity and paid
through the use of general administrative funds legally available for
these purposes.
