BILL NUMBER: SB 779 AMENDED BILL TEXT AMENDED IN SENATE MARCH 23, 2011 INTRODUCED BY Senator Lieu FEBRUARY 18, 2011An act to amend Section 70 of the Labor Code, relating to employment.An act to add Section 51220.7 to the Education Code, relating to pupil instruction. LEGISLATIVE COUNSEL'S DIGEST SB 779, as amended, Lieu.Employment: Industrial Welfare CommissionPupil instruction: economics: personal finances . Existing law requires a school district, as part of its adopted course of study for grades 7 to 12, inclusive, to offer courses in specified areas of study, including, among others, social sciences, drawing upon the disciplines of anthropology, economics, geography, history, political science, psychology, and sociology. This bill would authorize a school district, in providing instruction in economics, to include instruction related to the understanding of personal finances, including, but not limited to, budgeting, savings, credit, and identity theft. The bill would require the State Department of Education to consider a personal finances curriculum in the next cycle in which the history and social science curriculum framework and its accompanying instructional materials are adopted.Existing law establishes the Industrial Welfare Commission within the Department of Industrial Relationship and specifies that the commission consists of 5 members appointed by the Governor with the consent of the Senate.This bill would make nonsubstantive changes to those provisions.Vote: majority. Appropriation: no. Fiscal committee:noyes . State-mandated local program: no. THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS: SECTION 1. Section 51220.7 is added to the Education Code , to read: 51220.7. (a) In providing instruction in economics, pursuant to subdivision (b) of Section 51220, a school district may include instruction related to the understanding of personal finances, including, but not limited to, budgeting, savings, credit, and identity theft. (b) The department shall consider developing a personal finances curriculum in the next cycle in which the history and social science curriculum framework and its accompanying instructional materials are adopted.SECTION 1.Section 70 of the Labor Code is amended to read: 70. There is in the Department of Industrial Relations the Industrial Welfare Commission consisting of five members who shall be appointed by the Governor, with the consent of the Senate.
