BILL NUMBER: SCR 93 ENROLLED BILL TEXT ADOPTED IN SENATE AUGUST 30, 2012 ADOPTED IN ASSEMBLY AUGUST 29, 2012 AMENDED IN ASSEMBLY AUGUST 24, 2012 AMENDED IN ASSEMBLY AUGUST 15, 2012 INTRODUCED BY Senator Vargas (Coauthor: Assembly Member Ma) MAY 31, 2012 Relative to the Randy Sanchez Memorial Bridge and the John Burton Highway. LEGISLATIVE COUNSEL'S DIGEST SCR 93, Vargas. Randy Sanchez Memorial Bridge and John Burton Highway. This measure would designate a specified bridge over Interstate 905 as the Randy Sanchez Memorial Bridge. The measure would also designate a specified portion of State Highway Route 35 as the John Burton Highway. The measure would also request the Department of Transportation to determine the cost of appropriate signs showing these special designations and, upon receiving donations from nonstate sources covering those costs, to erect those signs. WHEREAS, Randy Sanchez worked at the Department of Transportation for 13 years, making his way through the ranks of the Construction Division and the Program/Project Management Division in the Counties of Imperial and San Diego; and WHEREAS, Randy served the people of the state as project manager for the preliminary stages of the entire Interstate 905 project from State Highway Route 805 to the Otay Mesa Port of Entry; and WHEREAS, On September 21, 2004, Randy was tragically killed at the age of 37. While riding to work on his motorcycle, he was struck by a motorist who ran a red light, killing him instantly; and WHEREAS, At the time of his death, Randy was survived by his wife, Annette, and his two children, Ryan, age 9, and Nicole, age 7; and WHEREAS, Senator John Lowell Burton was born on December 15, 1932, in Cincinnati, Ohio, but was raised and educated in San Francisco, California; and WHEREAS, Senator Burton graduated from San Francisco State University and the University of San Francisco School of Law; and WHEREAS, Senator Burton was originally elected to the California State Assembly in 1965 where he served until 1974. After serving as a representative in the United States Congress, he returned to the California State Assembly in 1988 and served until 1996; and WHEREAS, Senator Burton served as a California State Senator from 1996 until 2004, representing the 3rd district. From 1998 until leaving office due to term limits in 2004, he served as the President pro Tempore of the State Senate; and WHEREAS, Senator Burton served as chairman of the California Democratic Party twice, once in 1973-74 and again in 2009; and WHEREAS, Senator Burton also served the Democratic Party by acting as a delegate to the Democratic National Convention in 1968, 1972, 1976, and 1980; and WHEREAS, Senator Burton is known for championing a wide range of legislative measures, including, but not limited to, legislation to strengthen occupational safety, protect women and children from domestic violence, provide affordable infant and child care, widen the scope of the Cal Grant program, and protect the environment; and WHEREAS, Senator Burton founded and serves as the volunteer chair of the John Burton Foundation for Children Without Homes, where he is dedicated to addressing broad changes in the child welfare system relating to foster care; now, therefore, be it Resolved by the Senate of the State of California, the Assembly thereof concurring, That the Legislature hereby designates Spring Canyon Bridge (Bridge No. 57-1155 L/R) over Interstate 905 as the Randy Sanchez Memorial Bridge; and be it further Resolved, That the Legislature hereby designates the Sloat Boulevard portion of State Highway Route 35 in the County of San Francisco as the John Burton Highway; and be it further Resolved, That the Department of Transportation is requested to determine the cost of each of the appropriate signs, consistent with the signing requirements for the state highway system, showing these special designations and, upon receiving donations from nonstate sources sufficient to cover that cost, to erect those signs; and be it further Resolved, That the Secretary of the Senate transmit copies of this resolution to the Department of Transportation and to the author for appropriate distribution.
