Spent Fuel Prioritization Act of 2019.
This measure would urge the Congress and the President of the United States to enact the federal Spent Fuel Prioritization Act of 2019 and urge the United States Department of Energy to implement the prompt and safe relocation of spent nuclear fuel from the San Onofre Nuclear Generating Station and the Diablo Canyon nuclear powerplant.

WHEREAS, Millions of ratepayer and taxpayer dollars are spent monitoring and overseeing spent nuclear fuel each year and millions of dollars more are programmed to be spent on settlement payments related to nuclear waste disposal; and
WHEREAS, Much of the spent nuclear fuel and high-level radioactive waste is currently stored at sites that are vulnerable to natural disasters and located near large metropolitan centers; and
WHEREAS, The Diablo Canyon nuclear powerplant is a decommissioning nuclear power plant powerplant located in an area of great seismic hazard; and
WHEREAS, The Diablo Canyon nuclear powerplant should be one of the highest priority sites in the nation for spent nuclear fuel removal; and
WHEREAS, Over 9,000,000 people live within 50 miles of the decommissioning San Onofre Nuclear Generating Station, which is located in an area with some of the greatest seismic hazard in the country; and
WHEREAS, The San Onofre Nuclear Generating Station should be one of the highest priority sites in the nation for spent nuclear fuel removal; and
WHEREAS, A bill introduced in the United States House of Representatives, H.R. 2995, known as the Spent Fuel Prioritization Act of 2019, would give priority to removal of high-level radioactive waste or spent nuclear fuel based on whether a reactor is decommissioned or decommissioning, local seismic hazard, and the population of the area; now, therefore, be it
Resolved by the Senate and the Assembly of the State of California, jointly, That the Legislature of the State of California respectfully urges the Congress and the President of the United States to enact H.R. 2995; 2995, as introduced on May 23, 2019; and be it further
Resolved, That the Legislature of the State of California respectfully urges the United States Department of Energy to implement the prompt and safe relocation of spent nuclear fuel from the San Onofre Nuclear Generating Station and the Diablo Canyon nuclear powerplant; and be it further
Resolved, That the Secretary of the Senate transmit copies of this resolution to the President of the United States, the Speaker of the House of Representatives, the Majority Leader of the Senate, each Senator and Representative from California in the Congress of the United States, and the Secretary of Energy.
