Summary

To permit an injured party to recover double or treble damages in civil actions for personal injury or property damage involving a person who evades responsibility in the operation of a vehicle or participates in street racing and thereby inhibits the ability of the injured party to identify such person and obtain insurance coverage for such injury or damage.
