Summary
To (1) provide the same Medicaid payment rates to family caregivers providing the same services as professional caregivers, (2) authorize retroactive Medicaid coverage for home care if federally permissible, and (3) not delay a Medicaid eligibility determination due to an asset discovered after the application or an asset that cannot be liquidated within thirty days.
