Summary
To (1) specify penalties for blight upon certain real property, (2) authorize municipalities to enter into agreements to fix assessments on certain personal property, (3) increase the allowable time period for fixed assessments on certain real property and certain personal property from ten to thirty years, and (4) increase the amount of tangible personal property owned by a business organization that is exempt from the property tax.
