Summary

To require that the Insurance Department conduct a study concerning utilization by health carriers of the prior authorization process to deny medically necessary health care treatment, including, but not limited to, the feasibility of requiring a limited formulary of prescription drugs or medical services for which any health carrier may require prior authorization and any penalties for violating such formulary.
