Summary
To (1) separate the Public Utilities Regulatory Authority from the Department of Energy and Environmental Protection, (2) require prompt appointments to fill any vacancy on the authority, (3) impose term limits on members of the authority, (4) require legislative approval for certain actions of the authority, (5) require the authority to perform more frequent rate adjustment analyses, (6) require the authority to create a public dashboard concerning unpaid utility bills, and (7) require the authority to publish an easy to read fiscal analysis prior to the authority's final decision in any rate case.
