Summary
To (1) allow municipalities with three or more existing commercial solar photovoltaic facilities located within such municipality to impose a moratorium on the construction or installation of such facilities within such municipality, (2) allow municipalities to conduct noise audits and impose penalties for noise violations at commercial solar photovoltaic facilities, and (3) require that any developer, owner or manager of a commercial solar photovoltaic facility provide a community point of contact concerning the operation of such facility.
