AN ACT REINVENTING GOVERNMENT IN CONNECTICUT.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
That the general statutes be amended to create regional councils that would (1) fund school districts in such council's area, including by distributing various state grants, (2) administer and assume the functions of certain state agencies, including, but not limited to, the State Department of Education, and (3) be permitted to impose an additional surtax on any state tax imposed within such council's region
Statement of Purpose:
To reduce the deficit by reforming the structure of the government and how funds are distributed.
