AN ACT CONCERNING TESTING OF CASH ASSISTANCE RECIPIENTS FOR USE OF ILLICIT DRUGS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That title 17b of the general statutes be amended to require that all recipients of state cash assistance age eighteen and older be tested for use of illicit drugs. Upon the first positive drug test result, the recipient shall be evaluated for drug dependence by a health care provider and treated for such dependence if recommended by the provider. Upon a second positive test result, the recipient shall be required to attend a drug treatment program. Upon the third positive test result, or if such recipient fails to complete a required treatment program, the recipient's benefits shall be terminated and the recipient shall be declared ineligible for future benefits.

Statement of Purpose:

To test recipients of cash assistance for use of illicit drugs and require treatment if necessary.
