AN ACT CONCERNING BENEFICIAL END USES FOR DISCARDED TIRES AND THE EFFICACY OF TIRE HAULING LICENSES OR PERMITS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective from passage) The Commissioner of Energy and Environmental Protection shall identify beneficial end uses for discarded tires in this state that result in the recycling of such tires rather than the burning of such tires for fuel. In identifying such beneficial end uses, the commissioner shall consider, but need not be limited to, the viability of establishing a tire stewardship program that provides for the recycling of discarded tires for the purpose of transforming such discarded tires into such beneficial end uses. Additionally, the commissioner shall obtain information on the efficacy of tire hauler license or permit programs in ensuring that such discarded tires are not illegally dumped and are delivered only to facilities that store, dispose of or use such discarded tires in a manner that protects the public health and the environment. In obtaining such information, the commissioner may consult with the applicable environmental protection, environmental quality or waste management departments of states that require such licenses or permits for tire haulers, including, but not limited to, Michigan, Maryland and Texas. Not later than January 1, 2017, the commissioner shall submit a report, in accordance with section 11-4a of the general statutes, to the joint standing committee of the General Assembly having cognizance of matters relating to the environment. Such report shall include, but need not be limited to, a discussion of any such identified beneficial end uses, data relating to the efficacy of such tire hauler license or permit programs and any recommendations for legislation concerning discarded tires in this state.

This act shall take effect as follows and shall amend the following sections:
