AN ACT CONCERNING UNITED STATES CITIZENS AND NATURAL DISASTER FUNDING IN THE STATE.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
Section 1. (Effective from passage) The Commissioner of Emergency Services and Public Protection shall review the current means of funding assistance to residents of the state and other United States citizens who have relocated to the state who are victims of natural disasters to determine whether such assistance is being provided by the most cost-efficient, equitable and effective means. In conducting said review, the commissioner may consult with such representatives of other state agencies as the commissioner deems necessary to complete said review. On or before October 1, 2018, the commissioner shall submit, in accordance with the provisions of section 11-4a of the general statutes, the results of the review to the joint standing committees of the General Assembly having cognizance of matters relating to appropriations and the budgets of state agencies and public safety and security. The results shall include recommendations for revisions to funding assistance to residents of the state and other United States citizens who have relocated to the state who are victims of natural disasters and any legislation necessary to implement such revisions.
This act shall take effect as follows and shall amend the following sections: | ||

To provide disaster assistance to residents of the state and United States citizens who have relocated to the state who are victims of natural disasters by the most cost-efficient, equitable and effective means.
