AN ACT CONCERNING BRIDGES BETWEEN PUBLIC SCHOOLS AND INSTITUTIONS OF HIGHER EDUCATION.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
Section 1. (NEW) (Effective from passage) (a) On or before July 1, 2013, the Department of Education, in collaboration with the Board of Regents for Higher Education and the Board of Trustees of The University of Connecticut, shall develop a pilot program to incorporate Connecticut's common core state standards into the curricula of the priority school districts, as described in section 10-266p of the general statutes, and, for the school year commencing July 1, 2013, through the school year ending June 30, 2018, align such curriculums with college level programs offered by the constituent units of the state system of higher education.
(b) The pilot program shall require the local or regional board of education for a school district identified as a priority school district to partner with (1) the Board of Trustees of the Community-Technical Colleges on behalf of a regional community-technical college, (2) the Board of Trustees of the Connecticut State University System on behalf of a state university, or (3) the Board of Trustees for The University of Connecticut on behalf of the university to evaluate and align curricula, test students in grade eleven and use the results of such tests to assess college readiness. Such local or regional board of education shall annually report such test results and assessments to the Department of Education, the Board of Regents for Higher Education and The University of Connecticut.
(c) The Board of Regents for Higher Education shall provide a grant of twenty thousand dollars to a regional community-technical college, state university and The University of Connecticut for participation in the pilot program described in this section.
This act shall take effect as follows and shall amend the following sections: | ||

Statement of Purpose:
To improve college preparedness by aligning high school and college curricula by establishing a pilot program that requires each priority school district to partner with a public institution of higher education to evaluate and align curricula based on Connecticut's common core state standards and to test students and assess the results to determine college readiness.
