AN ACT CONCERNING TRAINING BY THE SECRETARY OF THE STATE REGARDING MOTOR VEHICLES LICENSES.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
Section 1. Subsection (c) of section 9-192a of the 2016 supplement to the general statutes is repealed and the following is substituted in lieu thereof (Effective July 1, 2016):
(c) The Secretary of the State, in consultation with the advisory committee, shall adopt criteria for the training, examination and certification requirements of registrars pursuant to subsection (a) of this section. In advising the Secretary of the State on the adoption of such criteria, the committee (1) shall consider whether the prescribed training leading to certification may, in part, be satisfied through participation in the required two conferences a year called by the Secretary of the State, pursuant to section 9-6, for purposes of discussing the election laws, procedures or matters related to election laws and procedures, and (2) may recommend programs at one or more institutions of higher education that satisfy such criteria. The Secretary of the State shall include in the prescribed training adopted pursuant to this subsection procedures detailing the differences between a motor vehicle operator's license issued pursuant to section 14-36m and any other motor vehicle operator's license issued pursuant to subpart (B) of part III of chapter 246 and shall create reference materials to accompany such procedures. The Secretary of the State shall require that such procedures and materials be presented to each attendee at each conference called by the Secretary of the State pursuant to section 9-6. Any deputy or assistant registrar of voters may participate in the course of training prescribed by the Secretary of the State for certification as a certified Connecticut registrar of voters. The Secretary of the State shall certify any individual who completes such training and successfully completes any examination or examinations prescribed by the Secretary of the State as a certified Connecticut registrar of voters.

To require the Secretary of the State to train registrars of voters on the differences between a drive-only motor vehicle license and all other motor vehicle licenses.
