AN ACT ESTABLISHING A PLAN FOR EMERGING BIOSCIENCE AND PHARMACEUTICAL BUSINESSES IN SOUTHEASTERN CONNECTICUT.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
Section 1. (Effective October 1, 2013) The Commissioner of Economic and Community Development shall develop a plan to facilitate the growth of bioscience and pharmaceutical businesses in southeastern Connecticut. Such model plan shall include, but not be limited to (1) targeted incentives for bioscience and pharmaceutical businesses, (2) business formation support resources for such businesses, (3) mechanisms to quickly respond to changes in market demand, and (4) integration of bioscience and pharmaceutical businesses with existing regional assets. On or before December 1, 2014, the commissioner shall submit, in accordance with the provisions of section 11-4a of the general statutes, such plan to the Governor and the joint standing committee of the General Assembly having cognizance of matters relating to commerce.
This act shall take effect as follows and shall amend the following sections: | ||

To require the Department of Economic and Community Development to develop a plan to facilitate the growth of a bioscience and pharmaceutical presence in southeastern Connecticut.
