AN ACT CONCERNING COMMERCIAL OR RESIDENTIAL PROJECTS ON PROPERTY THAT CONTAINS CERTAIN WOODLANDS.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
Section 1. (NEW) (Effective from passage) Notwithstanding any provision of the general statutes, the Commissioner of Environmental Protection shall establish a permitting program for any commercial or residential development project proposed on a parcel of property that contains two hundred acres or more of undeveloped woodlands. Such permitting program shall require any person who seeks to construct a commercial or residential development project on a parcel of property that contains two hundred acres or more of undeveloped woodlands to submit to the commissioner a statement of the environmental compatibility of such development project with the nature of such woodlands and all neighboring properties. Additionally, such applicant shall submit a statement to the commissioner indicating why such parcel of property is the most suitable parcel for such development project. Any person who seeks to construct a commercial or residential development project on a parcel of property that contains two hundred acres or more of undeveloped woodlands shall obtain a permit from the commissioner prior to commencing any work on such development.
This act shall take effect as follows and shall amend the following sections: | ||
