AN ACT REQUIRING THE APPRAISAL OF CERTAIN PROPERTY BY WATER COMPANIES PRIOR TO SALE.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective July 1, 2017, and applicable to sales occurring on and after September 1, 2017) Prior to the sale of any real property owned by a municipality or water company, as defined in section 25-32a, that includes or is part of a watershed or encompasses a well or reservoir, such municipality or water company shall cause an appraisal of the fair market value of such real property to be completed. Not later than sixty days prior to such sale, such municipality or water company shall make such appraisal public on such municipality's or water company's Internet web site, or if no such Internet web site exists, through other practicable means as determined by such municipality or water company.

This act shall take effect as follows and shall amend the following sections:

July 1, 2017, and applicable to sales occurring on and after September 1, 2017

Statement of Purpose:

To require municipalities and water companies to conduct an appraisal of real property owned by such companies that includes or is part of a watershed or encompasses a well or reservoir, prior to the sale of such real property.
