AN ACT CONCERNING THE BOND AUTHORIZATION PROCESS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the general statutes be amended to require the joint standing committee of the General Assembly having cognizance of matters relating to finance, revenue and bonding to develop criteria to follow for all future bond authorizations, such criteria to include, but not be limited to, (1) using competitive grant processes, (2) prioritizing projects in the areas of public safety, transportation, public health and technology, and (3) promoting job growth and economic development.

Statement of Purpose:

To improve the bond authorization process.
