AN ACT CONCERNING THE RIGHT OF COUNSEL TO ACCESS RECORDS IN ABUSE AND NEGLECT PROCEEDINGS.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That title 17 of the general statutes be amended to require that counsel for a child who is the subject of an abuse and neglect petition be granted immediate access to (1) records relating to the child, including, but not limited to, medical, educational, mental health and other privileged records, without the necessity of securing additional releases, and (2) the child, for the purpose of consulting with the child privately.

Statement of Purpose:

To grant counsel for a child who is the subject of an abuse and neglect petition immediate access to the child and the child's records.
