AN ACT REQUIRING A TWO-THIRDS VOTE TO ENACT NEW UNFUNDED MUNICIPAL MANDATES.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
That section 2-32b of the general statutes be amended to provide that no bill creating or enlarging an unfunded state mandate to local governments shall be enacted except upon approval by a vote of at least two-thirds of the members of each house of the General Assembly.
Statement of Purpose:
To provide relief to local governments by requiring new, unfunded municipal mandates to be approved by a super majority of the members of the House and Senate.
