AN ACT ESTABLISHING A PILOT PROGRAM TO ENCOURAGE THE PARTICIPATION OF MINORITY-OWNED AND WOMEN-OWNED BUSINESSES IN STATE-FINANCED CONSTRUCTION CONTRACTS AT SOUTHERN CONNECTICUT STATE UNIVERSITY.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the general statutes be amended to establish a pilot program requiring construction projects at Southern Connecticut State University that are financed, in whole or in part, by this state to reserve for award construction contracts to minority business enterprises, as defined in subsection (e) of section 4-60 of the general statutes, pursuant to the following goals for the twelve-month period following the effective date of this act: (1) For Black American business enterprises, ten per cent of the total value of construction contracts and ten per cent of the total value of subcontracts on such construction contracts; (2) for Hispanic American business enterprises, two and one-half per cent of the total value of construction contracts and six per cent of the total value of subcontracts on such construction contracts; and (3) for women-owned business enterprises, eleven per cent of the total value of construction contracts and fifteen per cent of the total value of subcontracts on such construction contracts.

Statement of Purpose:

To encourage diversity in construction projects by increasing the number of construction contracts that are awarded to women-owned and minority-owned businesses.
