AN ACT REQUIRING A STUDY OF THE RESIDENTIAL TREATMENT OF JUVENILES.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (Effective from passage) (a) The Commissioner of Children and Families shall study the process of placement of children in residential facilities. Such study shall include, but not be limited to, information on the facilities where children are placed and case management, the costs of placement and the number of children placed in facilities outside the state.

(b) Not later than February 1, 2011, the commissioner shall submit a report of said commissioner's findings and recommendations with respect to the study specified in subsection (a) of this section to the joint standing committee of the General Assembly having cognizance of matters relating to insurance, in accordance with section 11-4a of the general statutes.

This act shall take effect as follows and shall amend the following sections:
