AN ACT CONCERNING SECOND PARENT ADOPTION.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

That the general statutes be amended to require the Department of Children and Families to exempt same-sex couples seeking a second parent adoption from home study requirements if both individuals are listed as parents on a child's birth certificate.

Statement of Purpose:

To promote fairness in Connecticut's adoption policies by exempting certain same-sex couples from home study requirements.
