AN ACT CONCERNING COMMUNITY ECONOMIC DEVELOPMENT.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective October 1, 2012) (a) As used in this section:

(1) "Small business" means a business entity, including its affiliates, that (A) is independently owned and operated, and (B) employs fewer than fifty full-time employees or has gross annual sales of less than five million dollars; and

(2) "Targeted investment community" means a municipality that contains an enterprise zone designated pursuant to section 32-70 of the general statutes.

(b) The Commissioner of Economic and Community Development shall study ways in which to encourage the growth of small businesses located in targeted investment communities. Such study shall include the feasibility of offering to such small businesses (1) financial incentives to hire residents of targeted investment communities, and (2) a program of entrepreneurial training.

This act shall take effect as follows and shall amend the following sections:
