AN ACT CONCERNING TEACHER PREPARATION.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. Section 10-145a of the 2012 supplement to the general statutes is amended by adding subsections (j) to (k), inclusive, as follows (Effective July 1, 2012):

(NEW) (j) On and after July 1, 2012, each program of teacher preparation leading to professional certification shall require every student enrolled in such program to spend a minimum number of hours student teaching, beginning in the student's first year in such program and continuing every year thereafter that such student is enrolled in such program, including, but not limited to, a certain number of hours working with special education and gifted students.

(NEW) (k) On and after July 1, 2012, any candidate entering a program of teacher preparation leading to a professional certification shall be required to possess a minimum cumulative grade point average of 3.00.

(NEW) (l) On and after July 1, 2012, any candidate entering a program of teacher preparation leading to professional certification shall be required to meet the requirements of the academic program in the subject area in which such student plans to teach.

(NEW) (m) On and after July 1, 2012, each institution of higher education offering a program of teacher preparation leading to professional certification shall (1) annually provide each candidate in such program with information regarding subject and geographic areas in which a teacher shortage exists, as determined by the Commissioner of Education in accordance with section 10-8b, and (2) encourage each such candidate to seek teaching jobs in such subject and geographic areas.

This act shall take effect as follows and shall amend the following sections:

To enhance teacher preparation requirements to ensure that every individual graduating from a teacher preparation leading to professional certification is better qualified to teach students and ensure that Connecticut students receive the best possible education.
