AN ACT CREATING A TASK FORCE TO STUDY REGIONAL COMPOSTING FACILITY SITING AND THE INDIVIDUAL COMPOSTING PERMITTING PROCESS.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
Section 1. (Effective from passage) (a) There is established a task force to study suitable sites on which to sensibly locate regional composting facilities to further the purposes of public act 11-217. As part of its responsibilities, the task force shall recommend criteria by which to determine whether a particular site is suitable for a regional composting facility, and shall establish a list of sites in the state that meet such criteria. The task force shall also study inefficiencies in the individual composting permitting process.
(b) The task force shall consist of the following members:
(1) Two persons appointed by the chairpersons of the joint standing committee of the General Assembly having cognizance of matters relating to planning and development, one of whom shall be an individual with administrative responsibilities at a privately-run facility that generates an average of at least one hundred four tons of source-separated organic materials a year;
(2) Two persons appointed by the chairpersons of the joint standing committee of the General Assembly having cognizance of matters relating to the environment, one of whom shall be an individual who handles food waste material;
(3) The Commissioner of Energy and Environmental Protection, or the commissioner's designee;
(4) One representative of the Connecticut Resources Recovery Authority;
(5) One representative of the Housatonic Resources Recovery Authority;
(6) One representative of the Southeastern Connecticut Regional Resources Recovery Authority;
(7) One representative of the Bristol Resource Recovery Facility Tunxis Recycling Operating Committee;
(8) One representative from the Wallingford Regional Solid Waste Project; and
(9) A member of the Connecticut Chapter of the American Planning Association.
(c) All appointments to the task force shall be made not later than thirty days after the effective date of this section. Any vacancy shall be filled by the appointing authority.
(d) The Commissioner of Energy and Environmental Protection, or the commissioner's designee, shall serve as the chairperson of the task force. The commissioner or designee shall schedule the first meeting of the task force, which shall be held not later than sixty days after the effective date of this section.
(e) The task force shall be within the Department of Energy and Environmental Protection for administrative purposes.
(f) Not later than February 1, 2014, the task force shall submit a report on its findings and recommendations to the joint standing committees of the General Assembly having cognizance of matters relating to the environment and planning and development, in accordance with the provisions of section 11-4a of the general statutes. The task force shall terminate on the date that it submits such report or February 1, 2014, whichever is later.
