AN ACT CONCERNING THE LIMITATION OF TIME TO BRING A CIVIL ACTION FOR DAMAGES CAUSED BY SEXUAL ABUSE, SEXUAL EXPLOITATION OR SEXUAL ASSAULT SUFFERED BY A PERSON PRIOR TO ATTAINING THE AGE OF MAJORITY.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. Section 52-577d of the general statutes is repealed and the following is substituted in lieu thereof (Effective from passage and applicable to any cause of action arising from an incident committed on or after said date):

Notwithstanding the provisions of section 52-577, no action to recover damages for personal injury to a minor, including emotional distress, caused by sexual abuse, sexual exploitation or sexual assault may be brought by such person later than thirty years from the date such person attains the age of majority, except that on and after the effective date of this section, such action may be brought at any time with respect to an incident of sexual abuse, sexual exploitation or sexual assault committed against a minor on or after said date.

This act shall take effect as follows and shall amend the following sections:

Statement of Purpose:

To eliminate the limitation of time for bringing a civil action with respect to a new occurrence of sexual abuse, sexual exploitation or sexual assault against a minor that occurs after the effective date of this act.
