This bill rewrites the City of Harrington Charter to do the following: Clarify the powers section of the charter. Removes the specific election district descriptions from the Charter by specifying the district maps are held in City Hall and the boundaries are as declared as recorded on the official map. Eliminates the requirement that nomination of candidates requires 10 signatures on a petition. Eliminates certain election law provisions since State law now covers municipal elections. Requires the City to use Kent County Tax Assessments unless the City Council makes its own independent assessment. Eliminates early tax payment discounts. Eliminates non-binding referendum. Allows City to issue a new tax bill if property is improved after the initial assessment was made and billed. Other provisions of the current Charter remain unchanged.
