Summary
This Act clarifies the scope of authority of the Office of Child Care Licensing (the “OCCL”). The Code currently authorizes the OCCL to regulate child care centers concerning the “physical, social, moral, mental and educational needs of the average child.” This Act removes the OCCL’s ability to regulate with respect to the “moral” and “educational” needs of a child and instead permits the OCCL to regulate concerning the “developmental” needs of a child.
