Summary

This legislation updates Chapter 69 of Title 29 with respect to professional services procurement. The bill adds a requirement that cooperative agreements for professional services can only be entered into after receiving approval from the OMB Director, consistent with the existing requirement for cooperative purchases of goods and materiel. It further allows the State to procure services at prices approved by U.S. Government General Services Administration (GSA). Current Delaware law only allows this option for the purchase of goods.
