Summary
The State Employee Benefits Committee has voted in favor of providing health coverage for those “eligible child dependents” who will graduate from college in May 2011. Under the terms of the Patient Protection and Affordable Care Act of 2010, the State of Delaware must provide dependent coverage for eligible adults until the age of 26 beginning on July 1, 2011. Current Delaware law provides dependent coverage for full time students until the age of 24. There are approximately 120 students who will graduate in May 2011, and would have to be removed from their parent’s health plan as of June 1, 2011. Assuming they meet the requirements of the federal health care act, they would be eligible to re-enroll in their parent’s plan on July 1, 2011. This bill enables those graduating students to remain on their parent’s plan for the month of June. This bill will have to financial impact on the General Fund. The Office of Management and Budget conservatively estimates that coverage for these students for one month may cost $46,000. Those funds, however, will be paid by the Health Fund, and the SEBC has approved those payments.
