Summary
The Harrington Charter Changes involve changes to the City’s Borrowing Powers. The aggregate amount of debt is being changed from 15 percent to 25 percent of the total assessed value of all non-tax exempt real property within the City. The cap on short-term borrowing is being changed from $500,000 to 5% of the total assessed value of all non-tax exempt real property situated within the City. The maximum short term borrowing period is being changed from 5 years to 10 years. This Act also allows borrowing without referendum of up to 3.5% of the total assessed value of all non-tax exempt real property within the City if approved by a super-majority of Council after a public hearing on this issue. Five members of Council out of six must support a resolution to borrow, the borrowing term can be no longer than 30 years and the borrowing is limited to certain enumerated types of projects.
