The cap on short-term borrowing is being changed from $500,000 to 5% of the total assessed value of all non-tax exempt real property situated within the City. The maximum short term borrowing period is being changed from 5 years to 10 years. This Act also allows borrowing without referendum of up to 3.5% of the total assessed value of all non-tax exempt real property within the City if approved by a super-majority of Council after a public hearing on this issue.
