Summary
This bill would provide an exemption to traffic laws for participants in a foot race or walking event on a highway to run or walk with the flow of traffic during an approved event. Currently, there is the potential for a conflict with Delaware Code regarding routing for foot races and walking events. Typically, on roadways with shoulders, the shoulder is closed in one direction to support the foot race. This involves runners and walkers to run or walk with the flow of traffic, which is currently not allowable under Delaware Code. This is the same exemption that has been given to approved bicycle races.
