Summary

Section 1 requires election polls to be open for no less than 7 hours (but not during any specific time period). Section 2 allows notices of special meetings to be emailed or hand-delivered to Council members. Section 3 clarifies that the Town Solicitor does not need to be reappointed each year at the annual meeting. Section 4 provides that the annual assessment is to be posted each year on the town website and made available at Town Hall for public review, with notice of the same being posted in four locations in town. Section 5 amends certain dates in the tax collection process, clarifies the tax collection powers of the Finance Clerk, and clarifies the town’s authority to collect attorney’s fees in delinquent tax collection proceedings. Section 6 clarifies the town’s nuisance abatement powers. Section 7 clarifies that the annual audit (and not the annual statement) shall be posted for review by the public and specifies the notice requirements. Section 8 authorizes the town to specify nuisance abatement procedures via ordinance. Section 9 clarifies that property owners of jointly held property are each entitled to one vote in annexation proceedings. Section 10 requires the polls in annexation elections to be open for at least five hours (but not during any specific time period). Section 11 clarifies the number of votes needed by Council to approve an annexation when an election is not necessary due to the property being exempt from taxation. Section12 states the effective date of this bill.
